U.S. ratification of the Convention on the Rights of the Child
The United States has signed the UN Convention on the Rights of the Child (UNCRC), but is the only United Nations member state that is not a party to it.〔United Nations Treaty Collection. ''(Convention on the Rights of the Child )''. Retrieved 2 October 2015.〕
The UNCRC aims to protect and promote the rights of all children around the world. It was the first international treaty to integrate all human rights in reference to children, allowing them to participate in family, cultural and social aspects of life. It emphasizes the right to survival, development, and protection against abuse, neglect and exploitation. It also addresses issues with education, health care, juvenile justice and the rights of children with disabilities.〔(United States Ratification of International Human Rights Treaties ), (hrw.org ), July 24, 2009.〕
==Constitutional requirements==
Under the United States Constitution, the ratification of treaties involves several steps. First, the president or his representative would negotiate, agree and sign a treaty, which would then be submitted to the U.S Senate for its "advice and consent".〔The United States Constitution, Article II, Section 2, Clause 2.〕 At that time the President would explain and interpret all provisions in the treaty. If the Senate approves the treaty with a two-thirds majority, it goes back to the President who can ratify it.
